Andrey Belousov Discussed the Creation of an Investment Map of Russia

The First Deputy Prime Minister of the Russian Federation held a meeting of the Investment Headquarters with the regions. The focus was on the investment map of Russia, developed by the Ministry of Economic Development of the Russian Federation jointly with the government of Moscow. Now, a map of the North Caucasus Federal District has been launched in pilot mode.

"The investment map of Russia will be able to become a "single window" for investors from all over the country and from friendly states. Regions play a key role in filling and updating the investment map data. It is necessary to build an organizational model of work, to prescribe clear regulations for the transfer of information. The investment teams of the constituent entities of the Russian Federation already have experience in collecting this information, obtained during the development of their own investment maps as part of the work on the implementation of the regional investment standard. The collection of regional maps into a single system is a natural result of this work," Andrey Belousov noted.

The map contains information about available investment sites, their infrastructure, existing support measures, options for acquiring a land plot, building or premises. There is an opportunity to find out which objects of the consumer market, preferential zones and minerals are in the immediate vicinity of the chosen investment site.

"Now the investment map is launched on the example of the North Caucasus Federal District. The regions of the North Caucasus are becoming more and more open and attractive for internal and external investors, and doing business in the district is becoming more comfortable and protected every year. In general, the investment map will not just become an information resource and analytical tool for investors, but will also help them assess the investment attractiveness of potential sites in the regions and identify factors that may affect the development of the project," said Murat Kerefov, Deputy Minister of Economic Development of Russia.

"We have reflected on the map information about the available investment sites of the North Caucasus Federal District, there are more than 120 of them. The functionality of the system allows the investor to analyze the conditions for the implementation of their investment project in different regions, learn about the available support measures and apply for a suitable investment site. The work on creating the map continues. The main task that we are facing now is filling the map with data for all subjects of our country," said Vladislav Ovchinsky, Head of the Moscow Investment and Industrial Policy Department.

The meeting also discussed the impact of the regional investment standard on the position of regions in the national rating of investment attractiveness of the ASI. Surveys of entrepreneurs have shown that in 45 regions that implemented the standard in 2021-2022, the dynamics of improving the investment climate is significantly higher.

"According to the results of the formation of the national rating of 2023, the dynamics of the integral index of regions that have not implemented the standard for the year amounted to 2.9 points. At the same time, the growth of the index of regions that have implemented the standard amounted to 4.8 points. The greatest results were shown by 12 pilot regions that were the first to implement the standard – 11 points. In the Trans–Baikal Territory, the leader of the national rating, the dynamics of the integral index exceeded 22 points," said Mikhail Utkin, Director of the ASI Initiatives Laboratory. He predicted that the regions that fully implemented the regional investment standard in 2022 will show the greatest growth in the assessment next year.

Andrey Belousov stressed that the active position of the governors and investment teams of the subjects plays a key role in the growth of investment attractiveness. The First Deputy Prime Minister noted the systematic work of the Moscow Region, which was presented at the headquarters by Deputy Prime Minister - Minister of Investment, Industry and Science of the region Ekaterina Zinovieva.
